[root@Node1 grid]# bin/crsctl query crs releaseversion

Oracle High Availability Services release version on the local node is [19.0.0.0.0]

Cause:

On checking from OCR dump I found the 23.0.0.0.0 version entry

SECURITY : {USER_PERMISSION : PROCR_ALL_ACCESS, GROUP_PERMISSION : PROCR_READ, OTHER_PERMISSION : PROCR_READ, USER_NAME : root, GROUP_NAME : root}

Solution:

1) Check the OCR backup for restore before upgrade failed.

$/bin/ocrconfig -showbackup

2). Execute below steps to restore OCR from backup.

a) As root user Stop crs on all nodes
$/bin/crsctl stop crs -f

b) As root user start crs in excl mode on node1
$/bin/crsctl start crs -excl -nocrs
$/bin/crsctl stat res -t -init

c) As root user restore OCR from backup
$/bin/ocrconfig -restore ‘+DATA:/cluster_new/OCRBACKUP/week.ocr.765.2245765666 2233233444’

d) As root user stop crs with flag -f.
$/bin/crsctl stop crs -f

e) As root user start crs node1 and other node(s)
$/bin/crsctl start crs

On checking the active-version and i found that is in NORMAL state
